Article 3
A Governor shall be appointed to Mount Athos by a Decree issued by the Minister of Foreign Affairs. He shall have the rank and salary of a Prefect (Nomarchis), and shall be chosen from amongst the staff of the Ministry of Foreign Affairs who have the rank of Head of Department, First Class.
The Minister also has the authority to appoint as Governor any per son who is not in the active service of the Ministry of Foreign Affairs, but who has previously served the Ministry in general capacities, with a good record and for not less than a decade.
“Any person may also be chosen [for the position] provided he has a good record of prior public service”.
Apart from matters of public order and safety, the Governor of Mount Athos is responsible for ensuring compliance with the CCMA and draw ing the attention of the Hiera Koinotis to the infringements of any monasterial authority on the Mountain. In event of a disagreement, the Governor is obliged to turn to the Ministry of Foreign Affairs and conform to its directions.”
Article 4
The Governor of Mount Athos in order to ensure compliance with the regime of Mount Athos, is in direct contact with the Hiera Koinotis and the remaining monasterial authorities through written correspondence. If invited, he may attend the meetings and sessions of the Hiera Koinotis. It is mandatory to invite him if at least eight representatives vote for this.
However, he has only an advisory vote.
In case he is absent or indisposed due to illness, the Governor is re placed by his secretary.
The Governor gives orders to the administrative bodies he controls to carry out the decisions of the Hiera Koinotis and monasterial authori ties. The execution of said decisions always takes place in the presence of one Epistatis.
The Governor may not interfere with court judgments that have been delivered legally and declared as being ready for execution.
Article 5
The Governor has at his immediate disposal the police force and the staff of the Administration of Mount Athos. He has the authority of a General Administrator over other employees of the State.
The administrative staff consists of:
1. One secretary with the rank of Secretary, First Class, who is to be hired from the staff of the Ministry of Foreign Affairs.
However, the Governor may appoint any graduate from a Gymnasium or a Theological School to the post of Secretary, even if the person is from outside the Ministry. He has the wages and salary of a Secretary, First Class from the Ministry of Foreign Affairs. A secretary appointed in this way does not, however, have tenure.
2. An Attaché with the rank and pay of Attaché, First Class.
A monthly allowance of 2,000 drachmas is given to the Governor or his Deputy to cover expenditures on transport, writing materials, post age stamps, heating, lighting, and subscriptions to periodicals and other publications. He does not have to present receipts for these items.
Each year, expenditures shall be made out of the budget of the Ministry of Foreign Affairs to pay the Governor and the administrative person nel, and to pay the sum mentioned in the previous paragraph. A special decree shall regulate the organization of the administrative apparatus.
