Saint Vladimir was born on March 26, 1863, in the village of Smolevichi, Borisov district, Minsk province. In 1885, he graduated from the Minsk Theological Seminary and served as a junior controller in the Minsk Excise Administration. In 1887, he was appointed as a psalmist at the Starchitsky Church. On June 29, 1888, he was ordained as a deacon, and on July 3, as a priest, serving in the church in Smolevichi and was the law teacher at the Smolevichi public school. For his successful teaching of the Law of God, he was awarded a letter of gratitude.
Since 1893, he was a member of the archpriest council, and from 1896, he was an inspector of church-parish schools. From 1900, he taught the Law of God at the Minsk Women's School. On May 11, 1901, he was appointed rector of the church in Smolevichi.
From 1907, he served as assistant inspector of the Minsk Theological Seminary. On March 19, 1909, he was awarded a pectoral cross. In 1914, he was appointed to a permanent position as assistant inspector. The inspector of the seminary characterized him as 'deeply religious' and 'well-disposed'.
His zealous service negatively affected his health. On July 21, 1915, he was forced to resign and submit documents for pension processing, but he lacked two years of service. On June 10, 1916, he was appointed assistant inspector of the Tambov Theological Seminary. After returning to Smolevichi, he was arrested on December 29, 1937, sentenced to execution, and shot on January 31, 1938.
