Saint Victor was born on July 29, 1887, in the village of Volokonskoye, Sudzhansky district of Kursk province. In 1909, he graduated from the Kursk Theological Seminary and was appointed secretary of the editorial board of the 'Kursk Diocesan News.' In 1910-1911, he served as a law teacher at the Kursk Second Women's School, and in 1910 he was ordained as a deacon and later as a priest, serving in the Trinity Church.
On July 23, 1935, he was arrested along with Archbishop Onuphrius of Kursk and other priests. During the investigation, he did not admit his guilt and refused to sign false testimonies. On December 8, 1935, at a closed session of the Special Collegium of the Kursk Regional Court, he stated that all his relations with the archbishop were of a church nature.
On December 9, 1935, he was sentenced to ten years of imprisonment and sent to a Far Eastern camp, where he found himself with Archbishop Onuphrius and Bishop Anthony. Father Victor was of weak health, and the hard labor in the camp became unbearable for him. He passed away on May 7, 1937, on Friday of Bright Week.
