Saint Victor was born in 1885 in the village of Maly Azyas, Krasnoslobodsk district of Penza province, in the family of priest Andrei Evropeitsev. After graduating from the Theological Seminary, he was ordained a priest and from 1906 served in the church of Saints Cosmas and Damian in the village of Khlystovka. In November 1929, local authorities announced that the priest's family would leave the village, threatening and destroying their property. In 1930, after the church was closed, he moved to Krasnoslobodsk. The peasants, deprived of divine services, gathered to seek permission to appoint a priest. The authorities allowed him to serve on Pascha, but soon the priest was arrested on November 21, 1930. He was accused of anti-Soviet agitation, but he denied all charges. On January 10, 1931, the troika of the OGPU sentenced him to death, and he was executed on January 30, 1931, in Saransk prison, buried in an unmarked grave.
