Saint Timothy was born in 1875 in the city of Simferopol, Taurida Province. He received his education at a church parish school. In 1909, he became a psalmist at the cathedral in Simferopol, and in 1912, he was ordained as a deacon. He served in the church of Auta in the city of Yalta, and in 1921, he was transferred to the Church of All Saints in Simferopol.
In 1922, he was arrested on charges of resisting the confiscation of church valuables, but due to a lack of evidence, the case was dismissed. In 1928, he was ordained as a priest at the church of the village of Novo-Pavlovka, and in 1936, he was transferred to the church of the Great Martyr Theodore Stratilates in Alushta.
On February 8, 1938, he was arrested, and the investigation was conducted in three days. He was accused of counter-revolutionary activities and agitation against the Soviet government. The priest did not admit his guilt, confirming only that he performed religious rites.
On February 15, 1938, the NKVD troika sentenced him to execution by shooting. Priest Timothy Izotov was shot in Simferopol and buried in a common unmarked grave.
