Saint Peter was born on July 1, 1875, in the village of Troitskoye, Klin district of Moscow province, in the family of deacon Peter Ostroумov. In 1896, he graduated from the teacher's seminary and began working as a teacher in a school. In 1899, he was ordained as a deacon, and in 1909 – as a priest at the Trinity Church in his native village. Here he experienced persecution from the godless authorities.

On November 12, the investigation was completed, and Father Peter was accused of anti-Soviet agitation. On November 23, 1929, he was sentenced to three years of exile in the Northern region. Upon his return, he was prohibited from living within 100 kilometers of Moscow.
In 1937, he began serving in the Pokrov Church. That same year, he was arrested on December 2 and imprisoned. During the interrogation, he denied any anti-Soviet activities, but the investigation was completed on the same day, and on December 5, 1937, the NKVD troika sentenced him to ten years of imprisonment.
