He was born in 1777 to a family of pious parents. In his youth, he entered the Kiev-Pechersk Lavra, where he earned general respect. In 1802, he moved to the Sofroniev Desert, where he became a disciple of Archimandrite Theodosius. In 1806, he was elevated to the rank of hieromonk and appointed as the monastery's overseer. He lived in solitude, studying the works of the holy fathers and developing the gift of spiritual discernment.
In 1817, he was appointed the abbot of the Glinsk Monastery, where he quickly improved the moral state of the brotherhood, paying special attention to newcomers. He introduced a strict rule based on the experience of the holy fathers and created conditions for the spiritual growth of the monks.
Under his guidance, the Glinsk Monastery was transformed: new churches and buildings were constructed, and the brotherhood increased. Father Philaret was strict with himself and demanded a serious attitude towards the work from his subordinates, always striving for the salvation of souls.
He became known as a great prayer warrior, and his prayers brought healing and miracles. He died on March 31, 1841, leaving behind many disciples and spiritual heirs. He was buried in the crypt at the southern entrance of the cathedral, according to his will, so that he would be remembered by all who entered.
After his death, his sanctity was confirmed by numerous miracles and manifestations, testifying to his closeness to God.
